ANNUAL REPORT, 1957 

THE Council have pleasure in submitting the Twenty-ninth Annual Report of the Association, together with a Statement of Accounts for the year ended 31st December 1956. 

General. 

The year under review has again been a busy one for the Council and they have continued to give their attention to a wide variety of questions. 

The Council much appreciate the interest the Press has taken in the objects and work of the Association and the courtesy of its columns extended on many occasions. 

The Council. 

The news of the death of the Honorary President, Sir John Stirling Maxwell, Bt., K.T., which took place on 30th May 1956, was received by the Council with the deepest regret. Sir John was the first Vice-President and had been Honorary President since 1941. The Council have recorded in the Minutes their appreciation of Sir John’s services to the Association. 

Older members of the A.P.R.S. will remember the very great interest the Right Honourable The Earl of Haddington, K.T., M.C., took in the affairs of the Association as President for its first twenty years. The Council feel sure that all members will be very pleased that he has accepted the invitation of the Council to fill the vacant office of Honorary President. 

Miss A. Kidston, St Andrews, and Captain E. W. Hardy, R.N., Gullane, were elected to the Council at the Annual General Meeting and the Council welcomed the following new representatives of Constituent Bodies and Affiliated Societies: Mrs Fraser (Kirkcaldy Naturalists’ Society), The Lord Bruce (Royal Scottish Automobile Club), and Mr I. Graham Andrew (Cockburn Association). 

The Council have met regularly each month (July and August excepted). Their meetings have been well attended by representatives of many of the Constituent Bodies. The existing good relationship continues to be maintained with Government Departments, Local Authorities and Public Boards. 

By courtesy of the Royal Incorporation of Architects in Scotland, the monthly meetings of the Council continue to be held at 15 Rutland Square, Edinburgh, and the Annual General Meeting was again held there in April 1956. The Council once more desire to express their cordial thanks to the Royal Incorporation for these very valuable facilities.

Annual General Meeting, 1956.

The Annual General Meeting was held at 15 Rutland Square, Edinburgh, on 18th April 1956. The President, The Right Honourable The Earl of Galloway, in his opening remarks congratulated the Chairman on the Annual Report for 1956, which he thought was better than ever. He did not intend, he said, to go into the various subjects which had received the attention of the Council during the period covered by the Report, as the Chairman would do that later on, but he would like to make particular reference to the A.P.R.S. anti-litter campaign which was being waged with great vigour. The President then welcomed the speaker, The Right Honourable The Earl of Haddington, K.T., M.C., who, he said, needed no introduction to members of the A.P.R.S. as he was for many years President and had rendered yeoman service to the Association. 

Referring to the litter problem, Lord Haddington said that more and more this became an endless battle and one sometimes almost despaired of propaganda ever being effective, wondering if that, too, did not just find its way on to the roads and beaches, adding to the accumulating pile of rubbish. Litter had become an economic problem that might well have to be dealt with by further legislation, and he urged all authorities who had the power to make bye-laws under existing Acts to make them without delay, and without hesitation deal with offenders as an example to others. Lord Haddington referred particularly to lay-byes on trunk roads and expressed the hope that the Association would not forget this aspect of the problem. On the subject of the control of advertisements, Lord Haddington said that Local Authorities should consider the designation of whole areas as “areas of special control.” Nobody wanted to abolish all advertisement hoardings or to cramp the advertising industry, but he felt that advertisements must be kept in their proper environment. It was of the utmost importance, declared Lord Haddington, that those with love and taste for the picturesque should try to spare the time to work on local Councils so that they could act against any trend that threatened to disfigure their district. Touching on education, Lord Haddington felt that rural preservation was intimately bound up with earliest childhood impressions and with the teaching and study of nature, and for that reason he deplored the transportation of so many children into the larger centralised schools and the closing of so many of the smaller rural schools where they were on far more intimate terms with the countryside. Children could, however, be taught these things wherever they were and he hoped that the Association would continue to keep a close liaison with the Scottish Education Department. 

In moving the adoption of the Annual Report, Commander Courtney Clarke, Chairman of Council, made particular reference to the litter problem, control of advertisements, the proposed cement works near Dunstaffnage Castle, hydro-electric development, etc., and in conclusion thanked the Royal Incorporation of Architects in Scotland for the facilities enjoyed by the A.P.R.S. at 15 Rutland Square. The motion was seconded by Sir Samuel Strang Steel, Bt., the Vice-President, and unanimously carried. 

In accordance with what has now become an annual custom, tea was served after the meeting and members had an opportunity of meeting and enjoying an informal discussion. 

Litter. 

In the Annual Report for 1956 reference was made to the meeting convened by the A.P.R.S. to discuss the litter problem, which was attended by representatives of the Association of County Councils in Scotland, the Convention of Royal Burghs, the District Councils’ Association for Scotland and representatives of the Council of the A.P.R.S. Following on that meeting, a circular was sent by the Association of County Councils to the affiliated County Councils drawing their attention to the possibility of making litter bye-laws under Section 300 of the Local Government (Scotland) Act, 1947, suggesting that they might consider the provision of litter bins where possible and especially at lay-byes, and suggesting that, as Education Authorities, they might consider what steps could be taken to impress on children the importance of preventing the disfigurement of the countryside. Letters were also sent by the A.P.R.S. and the Association of County Councils to the Secretary of State for Scotland reporting the findings of the above meeting. 

The Chairman and the Organising Secretary had a meeting with the Controller of the Scottish Region of the B.B.C. and the Secretary of the School Broadcasting Council for Scotland when the possibility of making regular broadcasts to schools designed to make school children more litter conscious was discussed. While the B.B.C. could not undertake to provide regular or complete broadcasts along these lines, it was urged on behalf of the A.P.R.S. that every opportunity should be taken to mention the subject of litter however briefly, and on behalf of the B.B.C. it was indicated that incidental reference to this matter in broadcasts for Scottish Schools would be made where appropriate as often as possible. 

The Chairman also wrote to the Scottish Controller drawing attention to a broadcast from Northern Ireland which he had listened to on 11th July entitled “A Question of Rubbish – the problem of litter,” and suggested that suitable material might gradually be collected by the B.B.C. in case at any time it might be desirable to have a similar broadcast for Scotland. A favourable reply was received. 

During June letters were sent to the Motoring Papers and were published in several. 

Anti-litter bye-laws have been made by the following County Councils: Berwick, Clackmannan, Dumfries, Dunbarton, East Lothian, Fife, Kinross, Midlothian, Moray, Perth, Renfrew, Stirling and West Lothian, and by several Burghs and special scavenging districts as well. 

Supplies of the A.P.R.S. Anti-Litter Notice were issued to various bodies including the Scottish Tourist Board, the National Trust for Scotland, the Scottish Youth Hostels Association, the Ministry of Works for display at Ancient Monuments, the Forestry Commission, etc. 

On the eve of the Trades Holidays in Edinburgh, Glasgow, Dundee and Aberdeen letters were sent to the papers circulating in these cities appealing to holiday-makers to be litter-minded while they were in the country and these letters were well featured in the Press. 

The Chief Constables in Scotland were invited to display the A.P.R.S. Notice on police notice-boards and there was a magnificent response to this appeal. All the Chief Constables, with one exception, asked for supplies of Notices and 900 were issued in this way. It is intended to make a further issue in the Spring of 1957. 

One Chief Constable suggested that the Association should contact Local Authorities with a view to the Notice being displayed at roadside lay-byes and in open spaces under their control to which the general public have access. The suggestion was taken up with the Association of County Councils in Scotland, who sent a circular letter to their member Counties and, as a result, some 19 County Councils have ordered copies of the Notice and 1,000 have been issued. Further supplies are to be issued in the Spring of 1957. 

The Council have been making plans for a continuation of the Anti-Litter Campaign in 1957. 

A letter in the following terms, signed by the Chairman, was published in a wide section of the Press including ‘Country Life’ and ‘The Field’ :- 

“Litter 

Up to the present time the A.P.R.S. has concentrated its attention on the menace of litter in the countryside generally. Now, with the camping and picnicking season over, we would like to draw attention to the enormous amount of litter scattered about at Race Meetings, Point-to-Points and other outdoor sporting events. It is suggested that more litter receptacles should be provided. A simple and economical one is just four posts with wire netting round them. These are easy to erect and remove. 

At such meetings the public might be urged on the loudspeakers to make use of litter receptacles provided. It may be said that so many of the public would not bother to do so, but it must be borne in mind that the engrained litter habit in this country can only be overcome by a long-term policy of slow but steady education of the public not to throw their litter about anywhere. 

The litter menace is almost unknown on the Continent. Are we such hopeless litter addicts in this country that we cannot be reformed?”

As a follow-up it was suggested to the Lauderdale Hunt that the A.P.R.S. would be very grateful if they would initiate a campaign at their Point-to-Point Meeting on 9th March 1957 at Mosshouses on the lines of the above letter. The officials of the Meeting have agreed to do so. As this is probably the first effort of its kind it is hoped that the public will co-operate and show that they are becoming “litter-minded.” 

Control of Advertisements.-

The Council noted with great interest the statement made in the House of Commons on 19th June 1956 by the Minister of Housing and Local Government to the effect that he was considering whether sufficient action was being taken to protect the amenity of the countryside and towns from being spoilt by unsightly advertisements. The Chairman wrote to the Secretary of State for Scotland expressing the hope that he was to take some similar action. A reply was received to the effect that, while the position in Scotland as regards advertisement control was more favourable than in England, the Government were nevertheless considering what steps might be taken to improve or intensify the administration of advertisement control, and that in due course the Association would be consulted about any proposals they might have to make in this connection. A letter was also sent to the Press expressing the hope that the Secretary of State would take some action in this matter. 

The Council have continued to press for the removal of the group of advertisements on Soutra Hill which has been mentioned in previous Annual Reports. The matter is being dealt with by Midlothian County Council and the Council have, at the request of the County Council, forwarded their observations on the individual advertisements. The outcome is awaited. Meanwhile, the Council have noted that the subject-matter on two of the advertisements boards has been altered. As the law stands at present, this can be done without obtaining the permission of the Local Planning Authority. 

The A.P.R.S. continues to be represented on the Advisory Council for the Control of Advertisements (the successor of S.C.A.P.A.) by Mrs Mackenzie Anderson and the Hon. T. G. D. Galbraith, M.P., who have reported on the work of the A.P.R.S. at meetings of this Committee held in London. 

Services Land Requirements.

The Association were asked by the Department of Health for Scotland for their observations on several Air Ministry requirements, the most interesting of these being in connection with the proposed guided missile range on South Uist and ancillary installations on other islands in the Hebrides. Having regard to the fact that Inverness County Council, as Local Planning Authority, had approved the Air Ministry’s proposals in principle, and as no complaints about the project had been received from any quarter, the Council intimated that they had no observations to make at the present stage. 

Scottish Council for National Parks.

In the Annual Report for 1956 it was mentioned that the Council had been considering whether they should renew their support of the Scottish Council for National Parks, but that owing to a very marked divergence of opinion a decision had so far not been reached. At their meeting in May 1956 the Council discussed the matter very fully and resolved not to renew their representation on the Scottish Council for National Parks. 

Hydro – Electric Development. 

 The Chairman of Council, accompanied by the Organising Secretary, attended the opening of the Finlarig Power Station, near Killin, which was performed by Lady Taylor on 30th June 1956. 

A member having raised the question of the clearing of the Mullardoch Dam camp site, the matter was taken up with the North of Scotland Hydro-Electric Board and the assurance was received that, having overcome various complications, the Board were at last in a position to take positive steps to clear this site. 

One of the advantages which attend the operations of the Board is the ultimate provision of new or improved roads. These are not always welcomed by every section of the country-loving public, but they are a benefit from the point of view of local inhabitants and motorists. It is, therefore, of interest to report that the improved road along Loch Quoich became available last year and this has opened up to the motorist about seven miles of very fine scenery. The new road to Ullapool over the Dirriemore also became available to tourists, and on that road the embankments of the Glascarnoch dam, near Aultguish Inn, have been sown with grass so that the surroundings of the dam may be restored as soon as possible after the completion of the structure. 

Work on clearing up the surroundings of the Torr Achilty dam and power station were also completed during the year. In Glen Lochay, where the construction of a power station, pipeline and other work is in progress, the Board have taken special measures to ensure that as few trees as possible are cut. 

Power station buildings completed during 1956 at Kilmelfort near Oban, Allt-na-Lairige near Inveraray, Invergarry and Achanalt near Garve, have been built from stone quarried within the Board’s area. Stone is also being used for eleven power stations above ground now under construction. Ceannacroc power station in Glen Moriston, the first large generating station to be built completely underground, came into operation during the year and other underground power stations are under construction in lower Glen Moriston and at St Fillans. 

The Board are continuing to pursue their policy of screening substations by planting shrubs and trees and this is being carried out in the planting season 1956-57 at switching stations at Nairn, Inverbervie, Mybster, Cowie near Stonehaven, Strichen, Glen Truim, Killin, Finlarig power station, etc. Replanting in the vicinity of Loch Sloy power station is being undertaken in the same season to replace the planting destroyed by fire in the summer of 1956. Arrangements are being made for planting at the pipeline of the Lawers scheme and the pipeline and switching station at the Loch Striven power station in Argyll. 

Pass of Brander Caravan Site.

A member having requested the Association to take up the question of a proposed caravan site in the Pass of Brander, the Council examined the proposal in some detail. As the proposed site seemed most unsuitable, both on general amenity grounds and also from the point of view of road safety, the matter was taken up with the County Council of Argyll as Local Planning Authority. The Organising Secretary was, however, informed by the County Clerk that planning approval in respect of this proposal had already been granted by the County Council, and, despite representations made in succeeding correspondence that the proposal should be given further consideration, it was clear that nothing more could be done and the Council resolved to take no further action. 

The International Union for the Protection of Nature. 

The International Union for the Protection of Nature held their Fifth General Assembly in Edinburgh during June, and the Nature Conservancy and the Society for the Promotion of Nature Reserves, on whose invitation the Union met in this country for the first time since its foundation, invited the Association to send an observer to such of the technical meetings as might be of interest. Mrs D. Browne attended some of the meetings as the A.P.R.S. observer and made a report to the Council. The subjects discussed covered a wide range of interests and included the management of nature reserves on the basis of modern scientific knowledge, the biological effect of the recent spread of myxomatosis among rabbits, the rehabilitation of areas biologically devastated by human disturbance, and the relationship of ecology to landscape planning. 

Bannockburn Memorial.

The Council gave consideration to the proposal of the Merchant Guild of Stirling to erect a cairn at Bannockburn as a fitting and lasting memorial of the victory of Robert the Bruce, King of Scots. The ground on which the cairn is proposed to be built is vested in the National Trust for Scotland, and it was ascertained that the Trust had agreed that the Guild should go ahead with their proposal, provided the inscription was approved by the Trust. The Council considered a scale drawing of the proposed cairn, which seemed very suitable. 

Proposed Nuclear Generating Station at Hunterston.

In October 1956 the attention of the Council was drawn to the decision of the South of Scotland Electricity Board to build a nuclear generating station on part of the estate of Hunterston, Ayrshire. The Council at their November meeting considered the proposal in the light of such information as was then available and decided to ask the Board for further information in order that they might decide what course of action to take. The information supplied by the Board was of such a general nature that the Council decided to lodge a provisional objection to the scheme in order that they could give the matter further consideration. 

The Council all along have fully appreciated that the construction of a nuclear power station in South-West Scotland is in the national interest, but they wished to be satisfied that the site selected at Hunterston was the best possible site and they specially wished to have information as to what extent other sites had been examined. 

If they had been convinced that the site at Hunterston was the only one which met all the technical requirements, then the objection would have been withdrawn. On two occasions the Board were invited to send a representative to meet a Sub-Committee of the Council, but both these invitations were declined. The whole matter was fully considered by the Council at their meeting in January 1957, when it was resolved that the objection should stand, but, in view of petrol rationing and the lack of technical details, it was further decided that oral evidence could not be submitted at the Inquiries, which began at Largs on 29th January 1957. The outcome is awaited with much interest. 

Sheep Dip. 

The annual appeal to farmers and others concerned to take every possible precaution to avoid sheep dip flowing into rivers or burns was again sent out in the form of a letter to newspapers circulating in rural Scotland. 

River Pollution

River Purification Boards.

Boards for the Tay and North and South Esk Areas have not yet been established. 

The Scottish River Purification Advisory Committee.

The Council are pleased to report that in the Autumn of 1956 the Secretary of State for Scotland appointed this Committee as provided for by the Rivers (Prevention of Pollution) (Scotland) Act, 1951. The Committee consists of a Chairman and sixteen members representing Local Authorities, Industry, Agriculture, Fisheries, etc. 

The Council were gratified when Commander Courtney Clarke, their Chairman, was invited to serve on the Committee. The Committee held their first meeting in November 1956. 

Pollution of the River Beauly.

Complaints have been received concerning pollution from the village of Beauly (population about 1,200). This appears to be a serious matter, and is complicated by the fact that the outflow is in tidal waters. The pollution will increase when a new housing scheme is completed. It is reported that the sewage oscillates up and down the river with the tide and frequently does not get clear until there is a flood. Floods have already been reduced by the Glen Affric Hydro-Electric Scheme, and will be further reduced if a “dam” is built at Kilmorack in connection with a further projected hydro-electric scheme. 

At the present time there is no River Purification Authority under the 1951 Act, but it is understood that the County Council of Inverness will be so designated in due course. 

The attention of all the Authorities concerned has been drawn to the position with special reference to the desirability of the tidal waters or the essential part thereof being brought under the scope of the 1951 Act by an order of the Secretary of State for Scotland.

A bye-law promoted by the Tweed Purification Board came into force on 8th December 1956. This makes it an offence “to put into any stream within the area of the Board any litter or other objectionable matter whether poisonous, noxious or polluting or not.” 

The A.P.R.S. has been informed that no other Purification Board has yet even applied for a similar bye-law so that in every river in Scotland (other than in the area of the Tweed Board) any rubbish, tins, tyres, etc., can be thrown into the river and unless such rubbish, etc., can be proved to be “poisonous, noxious or polluting matter” no action can be taken.

The ugly and unpleasant sight of rubbish, old tins, empty bottles, etc., being left high and dry on the river banks after floods, the annoyance to anglers of hooking the rubbish and the damage and inconvenience caused to netsmen and their nets will not be entirely the fault of the 1951 Act. 

Wallace Monument, Dryburgh.

Matters affecting the Wallace statue at Dryburgh were raised with the A.P.R.S. by a member of the public. After the question had been looked into, it was referred to the Proprietor and his suggestions for reducing vandalism were entirely agreed with. The correspondent who drew attention to this matter was informed and he also approved of what was proposed and withdrew his criticism. The Council wish to acknowledge with thanks the co-operation of the Proprietor. 

Youth Hostels.

The Chairman represented the Association at a Government Reception held in Edinburgh Castle for the International Federation of Youth Hostels Associations. 

Miscellaneous. 

Other matters which have engaged or are still engaging the attention of the Council include: Cumbernauld Road, Perth and Kinross Development Plan, Proposed Mining Developments at Culross, Committee of Enquiry into Inland Waterways, Menstrie Castle, etc. 

Finance.

There is appended hereto an Abstract of the Accounts for the year to 31st December 1956. 

Despite the increasing cost of administration the Accounts show a gratifying excess of receipts over expenditure. This can be attributed to the increased total of donations, but it should be borne in mind that one or two of these were exceptional and are not likely to recur. In accordance with the recommendation of the Council 5 per cent has again been transferred from the Life Membership Fund to Revenue. Towards the end of the year £2,966 was invested in Government Securities. 

The Council record their appreciation of the bequest to the Association by the late Mr William Frederick Dodds, C.A., of one-half of the residue of his estate. A payment to account, amounting to £2,500, was received in November 1956. The Council have also to record their appreciation of a legacy of £450 bequeathed by the late Miss Georgina Cowan.

Chairman’s Remarks.

A very satisfactory feature of this year’s Report shows the ever-increasing support that the A.P.R.S. is receiving, especially from Local Authorities, which we very much appreciate and which gives great encouragement to the Council. The improved financial position will enable us to increase our activities. 

THE LITTER MENACE 

The efforts of the A.P.R.S. over the last two or three years are beginning to show some effect, and we intend to re-double our campaign in reminding those thoughtless people who drop their litter about without thinking, but the “litter louts” who just don’t care may require different treatment. 

Foreign visitors to this country are amazed at the way litter is strewn about both in town and country. On the Continent this state of affairs is almost unknown. I was told recently by a visitor to the Scandinavian countries that the only anti-litter warning notice to be seen was printed in English! 

The suggested slogan for this year is- 

“TAKE YOUR LITTER HOME.”
